Geraldine Fischer joined ICSID in September 2012. Ms. Fischer previously worked as a Senior Research Fellow at the Centre for International Law at the National University of Singapore as well as an attorney in the international litigation and arbitration practices of Foley Hoag LLP and Winston & Strawn LLP in Washington, D.C. Ms. Fischer began her legal career with the U.S. Department of Commerce where she advised on international trade and investment issues, including negotiating free trade agreements and bilateral investment treaties.

Duncan is a partner in Quinn Emanuel’s Hong Kong office (having also practiced in our Sydney and London offices). Duncan specialises in international arbitration, and is qualified in both Australia and England & Wales. Peers describe him as “an exceptional adviser and advocate” and “one of the best of his generation” (Who’s Who Legal, 2020).

Duncan has acted as counsel in international commercial and investment treaty arbitrations under most arbitral institutions and rules, including the UNCITRAL, ICSID, ICC, HKIAC, LCIA, ICDR, SCC, CAA, and SCAI. He represents clients in a broad array of industries, including private equity and financial services, energy and resources, manufacturing, infrastructure, and intellectual property.

In 2018, Chambers & Partners notes Duncan’s “meticulous, detail-oriented approach”, and quotes a client as saying that, as an advocate, Duncan “commanded the stage and was a real star”. In 2019, it quotes interviewees as describing him as “very bright, hard-working and personable”, “quick, reactive and co-operative” and appreciates that “he always grasps the key issues”. Who’s Who Legal named Duncan a “future leader” in international arbitration. In 2016, it noted that he “stands out in Australia, and is feted for his ‘immediate and complete grasp of technical issues’”, and in 2017, it said that he “boasts a strong practice in Asia and is highlighted as ‘a very impressive young partner’”.

Dr Ling Yang is Deputy Secretary-General of HKIAC and Chief Representative of the Shanghai Office.

Prior to joining HKIAC, Ling was an Associate Professor at the East China University of Political Science and Law where she taught international arbitration for more than eight years. During 2017, Ling was a visiting scholar at Boston University School of Law. Ling has published widely on issues of international dispute resolution and arbitration in China, and currently serves as Executive Editor-in-Chief for the Shanghai International Arbitration Review. Ling has also been appointed as arbitrator. She obtained a PhD in 2009 and an LLM in International Law in 2006 from Wuhan University. In 2008, she was visiting scholar at the University of Aix-en-Provence Marseille III.
