Dr. Mariel Dimsey is Secretary-General of the Hong Kong International Arbitration Centre responsible for its international dispute resolution services and operations from Hong Kong, Seoul, and Shanghai. She is an international commercial and investment arbitration specialist.
Prior to joining the HKIAC, Mariel was a Partner at CMS and Co-Head of the global CMS International Arbitration Group. She has over 15 years’ experience acting as adviser and advocate in numerous international arbitrations. She has extensive experience in both common law and civil law disputes, including disputes involving Chinese parties, and has full professional fluency in German. She also sits regularly as arbitrator and has experience as arbitrator under the HKIAC, ICC, KCAB, and DIS Rules, and in ad hoc disputes. She is on the arbitrator panels of several institutions.
She is a past co-chair of the HK45 Committee, and a member of the WILHK Advisory Board. She is consistently ranked in both the regional and global editions of the leading legal directories.
Mariel has a Dr. iur. (summa cum laude) from the University of Basel, an LLM from the University of Cologne and an LLB/BA (Business German) from the University of Queensland. She is admitted to practice law in Australia and Hong Kong.

Neil Kaplan CBE QC SBS has been a full-time practising arbitrator since 1995. During this period, he has been involved in several hundred arbitrations as co-arbitrator, sole arbitrator or chairman. These arbitrations have included a wide range of commercial, infrastructure and investment disputes, under the auspices of the ICC, HKIAC, LCIA, PCA, SIAC, SCC, ICSID and CIETAC. Mr Kaplan’s investment treaty cases under ICSID and UNCITRAL both as presiding arbitrator and coarbitrator have involved Timor-Leste, Hungary, Croatia, Vietnam, Indonesia, Cambodia, Ecuador, Iran, India, Ukraine, Russia, Korea and Saudi Arabia.

Called to the Bar of England and Wales in 1965, Mr Kaplan has practiced as a barrister, Principal Crown Counsel at the Hong Kong Attorney General’s Chambers, and served as a Judge of the Supreme Court of Hong Kong in charge of the Construction and Arbitration List. He has been a Queen’s Counsel since 1982 and was a founder and first head of Des Voeux Chambers in Hong Kong. In March 2022, Mr Kaplan was sworn in as a member of the Supreme Court of Bahrain.

Joe Liu is an independent arbitrator and domain name panelist with significant experience in international dispute resolution spanning commercial, banking & finance, corporate, investment, energy and technology disputes. He is described as “a treasure chest of proven skills, talent and experience” and “an impressive practitioner on many levels”.
Joe has experience in major arbitral institutions and an international law firm. He served in multiple senior roles including the Acting Secretary-General and Deputy Secretary-General at the Hong Kong International Arbitration Centre (HKIAC), acted as arbitrator or tribunal secretary in numerous arbitrations, and represented parties in multiple high-value and complex disputes under major arbitration rules. His experience spans the Asia Pacific with particular knowledge of China-related disputes, as well as Europe, Russia and North America.
Fluent in English, Mandarin and Cantonese, Joe has spoken and published extensively on international dispute resolution.

Kim Rooney is Hong Kong barrister and an international arbitrator. She is a member of the ICC’s International Court of Arbitration. She sits as arbitrator in international arbitrations of commercial, finance, joint venture, high technology, energy and resources disputes around the world under various rules including those of ACICA, HKIAC, ICC, ICDR/AAA, JCCA, LCIA (India), SIAC and UNCITRAL. She was previously a partner of White & Case LLP, heading its Asian international dispute resolution practice based in Hong Kong where she has lived since 1990. She is on the panels of many arbitral institutions. Kim has represented clients as counsel in complex high value disputes in both commercial and investor state arbitrations, the latter including under ICSID Rules. She chaired the Hong Kong Law Reform Commission’s Subcommittee on Third Party Funding for Arbitration; its 2016 Final Report’s recommendations (with draft legislation) to clearly allow and to regulate Hong Kong third party funding of arbitration were implemented by 2017 amendments to the Arbitration Ordinance (Cap 609). She is also admitted as a Barrister and Solicitor in Western Australia and a Solicitor in England and Wales. She was admitted as a Solicitor in Hong Kong from 1992 to 2009.

Winnie Tam SBS SC JP practices from Des Voeux Chambers in Hong Kong as a barrister-advocate, independent arbitrator and mediator in civil and commercial law with an emphasis on intellectual property. She was also admitted to practise as a barrister in England and Wales, and as an advocate and solicitor in Singapore, the Australian Capital Territory and more recently in the Greater Bay Area of China. Winnie was appointed Senior Counsel by the Chief Justice of HKSAR in 2006. She served as the Chairman of the Hong Kong Bar Association between January 2015 to January 2017. In her capacity as a Deputy High Court Judge and then Recorder, she has adjudicated on a wide range of civil and commercial matters.
Winnie has acted as co-arbitrator and presiding arbitrator in a wide variety of commercial and company disputes, including share purchase, purchase and supply contracts, technology transfer, private equity, OEM manufacturing, technology licensing, and computer software and game licensing, some involving issues on intellectual property law. She has been appointed as arbitrator in cases administered under UNCITRAL, ICC, HKIAC, CIETAC, and SCIA rules, with seats in Hong Kong, Mainland China, Singapore, Japan, and European countries. As a Recorder she has dealt with court applications in relation to arbitrations conducted under LCIA and LMAA and HKIAC rules as a Recorder. She has been teaching in the International Dispute Resolution Course of Peking University, and was former Co-Chair of Women-In-Arbitration until 2022. Winnie currently serves as a member of the Appointments Committee of HKIAC.

Based in Paris, Peter Thorp has substantial experience in conducting arbitrations in Asia and Europe under the rules of all of the major international arbitration institutions. He has acted as Chairman, Sole Arbitrator and Co-Arbitrator on a large number of ICC, LCIA, SCC, CIETAC, HKIAC, SIAC and CAA (Taiwan) arbitrations, as well as ad hoc arbitrations under the UNCITRAL Rules. He is on the panel of numerous arbitration institutions, and is regularly selected by those institutions, such as the ICC and HKIAC, for appointments as arbitrator.

Peter has also frequently acted as emergency arbitrator and as sole arbitrator in expedited and fast-track arbitrations.

Dr Ling Yang is Deputy Secretary-General of HKIAC and Chief Representative of the Shanghai Office.

Prior to joining HKIAC, Ling was an Associate Professor at the East China University of Political Science and Law where she taught international arbitration for nine years. During 2017, Ling was a visiting scholar at Boston University School of Law. Ling has published widely on issues of international dispute resolution and arbitration in China, and currently serves as Executive Editor-in-Chief for the Shanghai International Arbitration Review. Ling has also been appointed as arbitrator. She obtained a PhD in 2009 and an LLM in International Law in 2006 from Wuhan University. In 2008, she was visiting scholar at the University of Aix-en-Provence Marseille III.
