2019年10月1日，《关于内地与香港特别行政区法院就仲裁程序相互协助保全的安排》（以下简称"《安排》"）正式生效。《安排》是世界上首个在两个不同的司法管辖区之间实现仲裁程序中保全的司法协助安排。基于此《安排》，以香港作为仲裁地、合资格的仲裁机构管理的仲裁案件的当事人可以向中国内地人民法院申请财产、证据和行为保全。香港也成为内地之外首个也是目前唯一一个普通法的司法管辖区可以获得在内地法院仲裁保全的司法协助。

2023年10月1日，时值《安排》生效四周年。过去四年，我们看到有100个申请通过《安排》去往了27个中国内地城市的35个中级人民法院。在《安排》生效四周年之际，我们希望通过此次研讨会回顾和展望内地与香港仲裁司法协助的过去和未来。

On 1 October 2019, the Arrangement Concerning Mutual Assistance in Court-ordered Interim Measures in Aid of Arbitral Proceedings by the Courts of the Mainland and of the Hong Kong Special Administrative Region (the "Arrangement") came into effect. The Arrangement is the world's first mutual judicial assistance arrangement to support interim measures in arbitral proceedings between two jurisdictions. Under the Arrangement, parties to Hong Kong-seated arbitration administered by qualified arbitral institutions may apply to the Mainland Courts for the preservation of property, evidence and conduct. Hong Kong has also become the first and currently the only common law jurisdiction outside the Mainland that can obtain judicial assistance for interim measures in arbitration before the Mainland Courts.

The date of 1 October 2023 marks the fourth anniversary of the enforcement of the Arrangement. Over the past four years, 100 applications have been submitted to 35 different Intermediate People's Courts ("IPCs") in 27 Mainland cities. On the fourth anniversary of the Arrangement, the seminar aims to explore in retrospect and prospect the judicial assistance in arbitral proceedings between the Mainland and Hong Kong.
