The Construction Industry Security of Payment Ordinance (Cap. 652) ("the Ordinance") was gazetted on 27 December 2024 and will come into effect on 28 August 2025. The Ordinance aims to address delayed payment practices in the construction industry and introduce an efficient mechanism for the resolution of interim payment disputes.


HKIAC is currently a nominating body under the Security of Payment Provisions for Public Works Contracts Scheme and has been working closely with the Development Bureau of the Hong Kong SAR Government to develop model adjudication rules and practice notes to supplement the Ordinance.


As part of its commitment to supporting industry stakeholders, the Hong Kong International Arbitration Centre (HKIAC), in collaboration with the Chartered Institute of Arbitrators (East Asia Branch) (Ciarb EAB), has developed a comprehensive adjudication training programme.


This programme is designed to equip professionals with the necessary knowledge and skills to serve as adjudicators under the Ordinance.

Program Overview

This training programme will provide participants with a comprehensive understanding of the adjudication framework, legal principles, and procedural requirements under the Ordinance.


Day 1 (26 May) : Fundamentals of Adjudication

Day 2 (27 May) : Fundamentals of Construction Law

Day 3 (28 May) : Practice and Procedure – including workshop assessments

Day 10 (4 June): Written determination to be submitted by candidates
