Hong Kong is a densely populated city where most of the population live in multi-storey residential buildings. Residents can easily be affected by actions of neighbours, resulting in community disputes. Practically, Property Management Office (PMO) is a primary channel in resolving community disputes. However, if community disputes cannot be resolved or outside the purview of local PMO, the disputes may be escalated to other channels, e.g. the Government and statutory authorities, the District / Legislative Councils, the Lands Tribunal and the media, etc.
The intrinsic benefits of mediation in resolving disputes have been widely recognised for many years in Hong Kong. Having said that, mediation is yet to be widely established to resolve community disputes. In this regard, the webinar is to investigate conflict management in property management by exploring and evaluating the role of property manager and mediator in resolving community disputes in Hong Kong.
This webinar will be conducted on Zoom in Cantonese, and the target audience is general mediators, property management practitioners and legal practitioners. It will cover the following topics:
- The latest development of property management in Hong Kong;
- The role of property managers in resolving community disputes;
- How mediation can be applied in community dispute resolution;
- Mediation cases' experience sharing; and
- a Q&A session.

Speaker
Isaac Lam
Isaac is Chartered Facilities Management Surveyor, Real Estate Administrator and Registered Professional Housing Manager. He is a Committee Member of General and Commercial Mediation Group of Hong Kong Mediation Council and Editorial Committee of Hong Kong Institute of Real Estate Administrators. Isaac is also an adjudicator in the Obscene Articles Tribunal and mediator for building management cases in the Lands Tribunal. He is a coach of HKMAAL’s stage 1 training course and trainer of various mediation courses on property management in Hong Kong and Macau.
Raymond Shum
Raymond had engaged in property management industry for more than 30 years. Now, he is a part-time trainer in some training centers. He is a Member in Hong Kong Institute of Real Estate Administrators & Fellow Member in Hong Kong Institute of Certified Property Managers. He is a coach of HKMAAL’s stage 1 training course and trainer of various mediation skills training in property management. He is also a Committee Member of Hong Kong Property Management Mediation Association.
Beginla Yue
Beginla is an Accredited General Mediator of HKIAC and HKMAAL and also an Accredited Family Mediator of HKMAAL. She has served as immediate past Council Member of Hong Kong Mediation Council (HKMC) of HKIAC, as well as the immediate past Co-Chair of General Mediation Group under HKMC of HKIAC. She is a coach of HKMAAL 40-hour mediation training course and also a mentor mediator for JMHO. She has solid experience in conducting and teaching mediation.
Jacky Lai
Jacky is the Moderator of this Webinar
Jacky has served as a mediator in hundreds of cases. He is Head Trainer and Chief Assessor for TQUK/ Ofqual mediation course and Assistant Trainer of HKMAAL 40-hour curriculum, HKCAAVQ Mediation Subject Expert and ICC International Mediation Competition Coach and Judge, Professional Mediator on many mediation panels and mentor mediator for JMHO. He is a Committee Member of HKMC. He is also an international commercial mediator on the Shenzhen Qianhai SQICMC panel.
