Overview
Dame Elizabeth Gloster was called to the bar in 1971 and took silk in 1989. She was in full time practice at the Commercial and Chancery Bars for more than 30 years before she accepted an appointment to become an English High Court judge in 2004. Subsequently, she was appointed to the Court of Appeal and the Privy Council. Since her retirement from the Court of Appeal, Dame Elizabeth has become a full-time international arbitrator and is regularly appointed in both investor-treaty and commercial matters. She has been appointed both as chair and co-arbitrators in a wide range of matters covering insurance, shipping, banking, oil and gas, construction, and shareholder disputes. In 2023, she was named Senior Arbitrator of the Year.

Cecilia Choi
Moderator, Managing Associate at Linklaters
Cecilia is a Managing Associate at the dispute resolution team in the Hong Kong office of Linklaters. She has a wealth of experience in advising on cross-border commercial and insolvency disputes for listed corporations and large private conglomerates, as well as state-owned enterprises. Cecilia’s practice covers complex commercial litigation (in jurisdictions such as Hong Kong, Singapore, PRC, the UK and Australia) and international commercial arbitration under the major institutional rules, including the HKIAC, ICC, LCIA and CIETAC, with a particular focus on China-related disputes.
She is qualified in Hong Kong and is trilingual in English, Mandarin and Cantonese. She is also a Fellow of the Chartered Institute of Arbitrators (CIArb).
Lillian Li
Moderator, Senior Associate at Quinn Emanuel
Lillian Li is a Senior Associate in Quinn Emanuel’s Hong Kong office. She has acted as counsel in both international commercial and investor-state arbitrations. Her practice also covers transnational litigation and white-collar matters. Previously, she was a judicial clerk to the Vice President of the European Court of Human Rights in France, and also a judicial assistant at the Hong Kong Court of Final Appeal and High Court. Lillian is admitted in Hong Kong and New York.

She was appointed to the Court of Appeal in 2013 and became Vice-President of the Civil Division of that Court in 2016. Since retiring from the Court of Appeal in 2018, Liz has returned to One Essex Court to practise as a full-time international commercial arbitrator.
